This practice is the Sunnah of Caliph Rasool Syedna Abu Bakr Siddiq. Imam Sakhawi says in Al-Maqasid al-Hasna: When the name of Hazrat Muhammad comes in the Adhan, one should kiss the thumb and meet the eyes and recite this:

Kissing Thumbs Hadith

When Hazrat Abu Bakr heard Hazrat Muhammad’s name in the Adhan, he kissed his thumb and met his eyes. Seeing this, the Holy Prophet (PBUH) said, “Whoever acts like my dear friend, my intercession is lawful for him.”

While commenting on this hadith, Mulla Ali Qari says: If this practice is confirmed by Hazrat Abu Bakr Siddique (RA), then it is sufficient to follow it. The Holy Prophet (peace and blessings of Allah be upon him) said: “After me, my Sunnah and the Sunnah of the Righteous Caliphs are obligatory upon you.

The imams and jurists also recommend kissing the thumb after hearing the blessed name of the Holy Prophet (PBUH) in the Adhan.

Allama Ibn Abidin Shami says this in his famous and well-known fatwa, Rid al-Muhtar Ala al-Dur al-Mukhtar. It is recommended that on hearing the name Muhammad for the first time in the Adhan

صَلَّی اﷲُ عَلَيْکَ يَارَسُوْلَ اﷲِ

and on hearing it the second time, say,

قُرَّةُ عَيْنِی بِکَ يَارَسُوْلَ اﷲِ

And then kiss the nails of your two thumbs and place them on your eyes and say

اَللّٰهُمَّ مَتِّعْنِیْ بِالسَّمْعِ وَالْبَصَرِ

Indeed, the Holy Prophet (peace and blessings of Allah be upon him) will take the one who does this to paradise.
